If it was built in scale with the narrow gauge engines post Series 5, large scale models of Percy, Spencer, Kevin and Hiro would've had to be built. If it was built in scale with the standard gauge engines, Victor might've had to be a standard gauge engine or be built in scale with the Series 4 narrow gauge engines.
As Hero of the Rails was originally intended to be a CGI/live action hybrid special, it is unknown what scale the Steamworks would have been built to.The idea was luckily accepted by the writers and the new animators. Whilst Hero of the Rails was being developed, David Eves came up with the creation of the Sodor Steamworks as one of his last contributions.

The tangue and the face were removed and remodeled by goldenpaw111 and modified by a close friend of mine, FlamerLion. This model was original modeled by avalenrine5. it is also said that The Beast can move the eyes in Oliver's face by using its tendrils. It carries around Oliver's face, to use as a mask in order to fool other engines or people into letting it approach. His appearance becomes more mutated & freakish as the story progresses, now commonly featuring tendrils which form what looks to be like spider legs coming out of his body underneath his chassis, though it appears The Beast has always had these, and only started using them more later in the story.

In place of Oliver's face is a large mouth full of razor sharp teeth, resembling a Demogorgon from the Netflix series, "Stranger Things". "The Beast", or rather, what used to be Oliver, is a Great Western 14XX Class 0-4-2T locomotive.
